Parking Coupons Singapore: Still Sold, at Exactly Nine Petrol Stations

Paper parking coupons still work at HDB and URA car parks, and they're still sold. The catch is where. Nine SPC outlets on the whole island stock them, and not one is in the city centre. Everything below is from URA's and Parking.sg's own pages, read on 9 September 2026.

Commonwealth and Dunearn are the closest to town, and both sit well outside the Restricted Zone. Anyone parking on a coupon lot around Chinatown, Bugis or Little India is buying their coupons somewhere else entirely, usually days in advance.

What a booklet costs

The $0.60 and $1.20 denominations map onto the two half-hour rates in use at URA and HDB car parks. The $5.00 night coupon covers overnight parking from 10.30pm to 7am the next day.

Two coupon types no longer exist. The Whole Day and Monthly Parking Coupons were discontinued on 1 January 2022, which URA put down to very low usage and the waste of printing them.

The caps, and how a coupon reaches them

Whole-day parking is capped at $12 outside the Restricted Zone and $20 within it, plus $5 a night between 10.30pm and 7am. A coupon user still gets those caps, but only by displaying coupons that add up to the capped amount at the same car park.

That's the structural difference between paper and the app. Parking.sg applies the daily cap automatically. A coupon doesn't: the arithmetic is the driver's to do, and getting it wrong in either direction costs either money or a fine.

What the app does that a coupon cannot

Parking.sg calculates the charge from the vehicle number, car park and duration, and takes payment by credit or debit card. Two things follow from that which no piece of paper can match:

• Unused time comes back. Ending a session early triggers an automatic refund for the time not used. A coupon torn for two hours and vacated after forty minutes is simply spent.
• Extension without walking back. The app warns before a session expires and extends it remotely, which is the whole reason people used to over-buy coupons.

There's a live scam worth knowing about: Parking.sg has warned that phishing emails impersonating it are circulating, and that payment details should only ever be managed inside the official app.

Getting money back for unused coupons

Unused and expired coupons can both be refunded, at The URA Centre. It runs on paper: complete a Refund for Parking Coupons form, seal the form and the coupons in an envelope, and drop it in the coupon refund drop-box near the Customer Service Counter.

Condition matters more than most people expect. Coupons showing signs of tampering, folded tabs or creases cannot be refunded, and expired coupons have to be unused. A booklet that's spent two years in a glovebox will probably fail on creasing alone.

Can you still buy parking coupons in Singapore?

How much is a parking coupon?
